Zen-oh can one shot him sometimes and grand priest (Daishinkan) are the only ones I found that can actually beat Dio
Demon lord dio pretty much instantly regens special bar,can't really be damaged because instant timestops happen to avoid all damage other than in the case of broken characters,and he can effectively timestop then spam the hell out of knives with zero downsides

By the way, Dio K1 was the original character Demon Lord Dio was based on. I just took Dio K1 and made it even stronger. You should try the original, which is Dio K1. He is killable, but still pretty good and can beat non-OP characters.
